Noisy neighbours and barking dogs

I own a property in Weltevreden Park and would really like to know what one can do about neighbours who have no regard for anyone around them but themselves. Dogs bark nonstop, music rages till the early hours and when confronted they simply ignore you.

Is there not some form of legislation to assist normal people who just want relative peace and quiet in their neighbourhoods? Who can assist?
