Massive pot hole

Who do I contact about a hole created in the road, when JHB-Water fixed a water leak under the road, other than 100-375-5555.

I have reported it many times and have a reference no, yet nothing is done and the hole they created is growing, the call centre (i.e. 375 5555) is not helpful!
