Criminals hiding in the veld

I need to find out who is responsible for the Weltevreden Water Project on Haakensteek Road there is a veld there and criminals hide in the veld, they set our electric fence off at our Complex (Willow Brook Estate on Windsurf Street).

Now that December is here up the activity is becoming worse, they have already broken into cars in the complex and the complex next door to us and most people go on holiday this is the perfect opportunity to break in.

The residents are afraid that these criminals will not break into their cars but there house as well. They are quite a few single woman and children and they all fear for their life.
Please can you let me know if you have a contact? I have called city of Johannesburg, but they aren’t sure if they are responsible for that park.
